But when the Dwarf Alberta Spruce is frozen at the roots, water will just run off. Half of t...All depends on whether buds were spared. Half of the plants I've seen have flushed new growth since the burning. If the end growth (buds) were damaged, I'm afraid, cutting back is just going to leave a butchered effect. If the spruce hasn't flushed any green growth yet (July), then the plant is a goner. Poke inside the spruce and check for any green needles trying to flush out. If so, cut back to those green needles - to allow light to enter.
